Effects of Fiscal Stimulus in Structural Models

The paper assesses, using seven structural models used heavily by policymaking institutions, the effectiveness of temporary fiscal stimulus. Models can, more easily than empirical studies, account for differences between fiscal instruments, for differences between structural characteristics of the economy, and for monetary-fiscal policy interactions. Findings are: (i) There is substantial agreement across models on the sizes of fiscal multipliers. (ii) The sizes of spending and targeted transfers multipliers are large. The European semester in the North and in the South

Macro-economic policy coordination remains a challenge in the EU. The European Semester was designed to help facilitate more coordination. In the area of wage policies, it encourages Germany and the Netherlands to support stronger wage growth, while Italy and Portugal have been told to exercise wage restraint. This paper analyses how domestic interest group politics influence how EU recommendations are received. Reflecting on the different growth models that underpin these four countries, we find that country-specific recommendations meet country-specific obstacles – independent of whether recommendations aim at increasing or reducing wages. How to support energy policy coordination? Findings from the Brazilian wind industry

Abstract Despite a growing sense of urgency, the deployment of clean technologies has been affected by fragmentation of energy policy design and implementation. In some case, wicked policy issues around renewable energy infrastructure have delayed or even halted the uptake of renewables. To find possible answer to consistent policy design that involves public/private institutions of the electricity sector, the authors propose the adoption of a dynamic performance management approach to support the energy policy coordination.
